H.E. Ambassador of the Republic of Paraguay, Darío Filártiga Ruiz Díaz, visited the Chinese Language Instruction Center at Fo Guang University on April 14, accompanied by his spouse, Dr. Gisele Mousques de Filartiga. During the visit, they met with President Prof. Han-Chieh Chao to exchange views on Chinese language education and Taiwan–Paraguay academic cooperation. Also in attendance was the Ambassador’s Personal Assistant, Col. (Ret.) Luis Chang Ting Lee.
Fo Guang University announced that Dr. Mousques de Filartiga will be awarded the title of Honorary Chair Professor on April 22 in recognition of her contributions to international education and cultural exchange. During the visit, the Ambassador and his spouse expressed their appreciation to the University and showed particular interest in the academic progress of Paraguayan students enrolled at the Center.
The delegation was received by President Prof. Han-Chieh Chao, Vice President Prof. Yuan-Ron Ma, and Director of the Chinese Language Instruction Center Prof. Sheng-He Hsu, among other university officials.
President’s Remarks: Two Encouraging Announcements
In his remarks, President Chao shared two pieces of good news. First, students will have more opportunities to engage with Dr. Mousques de Filartiga, who will soon offer courses at the University as an Honorary Chair Professor. Second, many students from the Chinese Language Instruction Center have been successfully admitted to prestigious universities in Taiwan, including National Taiwan University, National Cheng Kung University, and National Sun Yat-sen University.
President Chao expressed his appreciation for students choosing Fo Guang University to study Chinese and encouraged them to take full advantage of Taiwan’s high-quality educational resources to continue improving themselves and broadening their future prospects.
Ambassador’s Remarks: Affirming the Learning Environment
Ambassador Filártiga emphasized that the Chinese Language Instruction Center at Fo Guang University provides an excellent learning environment and abundant educational resources, making it an important base for Paraguayan students studying Chinese. He encouraged students to dedicate themselves to their studies while in Taiwan, highlighting Taiwan’s strong global competitiveness and its role as a key partner of Paraguay. He expressed hope that students would return home after completing their studies and contribute to national development.
Remarks by the Ambassador’s Spouse: Lifelong Learning and Strong Foundations
Dr. Mousques de Filartiga encouraged students to recognize their own achievements and humorously noted that their Chinese proficiency was so strong that “they could even teach me Chinese.” She emphasized the importance of lifelong learning and encouraged students to stay committed to their goals and build a solid academic foundation.
Student Interaction: Focus on Language and International Affairs
Students actively participated in the Q&A session, raising questions on language learning and international relations. In response, the Ambassador shared that he is currently learning both Chinese and English, prioritizing English for now. Regarding diplomatic relations, he noted that Taiwan and Paraguay will mark nearly 70 years of diplomatic ties next year, describing the relationship as strong and stable, with further cooperation expected in areas such as education and technology.
He also mentioned upcoming political developments in Paraguay, including local elections next year and the presidential election in 2028, both of which are expected to further strengthen bilateral relations.
Dr. Mousques de Filartiga shared her personal experiences of visiting Taiwan twice, highlighting her appreciation for Taiwanese cuisine and healthy lifestyle, and encouraged students to cherish their learning opportunities in Taiwan.
This visit further strengthened the educational partnership between Paraguay and Fo Guang University and opened up new possibilities for future collaboration in Chinese language education, academic exchange, and talent development.

El Embajador de la República del Paraguay, S.E. Darío Filártiga Ruiz Díaz, visitó el Centro de Enseñanza de Chino de la Universidad Fo Guang el 14 de abril, acompañado por su esposa, la Dra. Gisele Mousques de Filartiga. Durante la visita, sostuvieron un encuentro con el rector, Prof. Han-Chieh Chao, para intercambiar opiniones sobre la enseñanza del idioma chino y la cooperación académica entre Taiwán y Paraguay. También estuvo presente el asistente personal del Embajador, Coronel (R) Luis Chang Ting Lee.
La Universidad Fo Guang anunció que la Dra. Mousques de Filartiga será distinguida como Profesora Honoraria el próximo 22 de abril, en reconocimiento a sus contribuciones a la educación internacional y al intercambio cultural. Durante la visita, el Embajador y su esposa expresaron su agradecimiento a la universidad y manifestaron su interés por el progreso académico de los estudiantes paraguayos.
La delegación fue recibida por el rector Prof. Han-Chieh Chao, el vicerrector Prof. Yuan-Ron Ma, y el director del Centro de Enseñanza de Chino, Prof. Sheng-He Hsu, junto con otros funcionarios de la universidad.

En su intervención, el rector Chao compartió dos buenas noticias. En primer lugar, los estudiantes tendrán más oportunidades de interactuar con la Dra. En segundo lugar, varios estudiantes del centro han sido admitidos en prestigiosas universidades de Taiwán, como la Universidad Nacional de Taiwán, la Universidad Nacional Cheng Kung y la Universidad Nacional Sun Yat-sen.
El rector expresó su satisfacción por la elección de los estudiantes de estudiar chino en la Universidad Fo Guang y los animó a aprovechar al máximo los recursos educativos de alta calidad en Taiwán para seguir desarrollándose y ampliar sus horizontes.

La Dra. Mousques de Filartiga alentó a los estudiantes a reconocer sus logros y comentó de manera humorística que su nivel de chino es tan bueno que “incluso podrían enseñarme a mí”. Destacó la importancia del aprendizaje a lo largo de la vida e instó a los estudiantes a mantenerse firmes en sus objetivos y construir una base sólida.
Interacción con Estudiantes
Los estudiantes participaron activamente en la sesión de preguntas, abordando temas relacionados con el aprendizaje de idiomas y las relaciones internacionales. El Embajador señaló que actualmente está aprendiendo chino e inglés, dando prioridad al inglés. En cuanto a las relaciones diplomáticas, indicó que Paraguay y Taiwán celebrarán cerca de 70 años de relaciones el próximo año, las cuales describió como firmes y estables, con perspectivas de mayor cooperación en áreas como educación y tecnología.
También mencionó los próximos procesos políticos en Paraguay, incluyendo elecciones locales el próximo año y elecciones presidenciales en 2028, que contribuirán a fortalecer aún más las relaciones bilaterales.
Por su parte, la Dra. Mousques de Filartiga compartió su experiencia tras haber visitado Taiwán en dos ocasiones, destacando su aprecio por la gastronomía y el estilo de vida saludable, y animó a los estudiantes a aprovechar esta valiosa oportunidad de aprendizaje.
Esta visita refuerza aún más la cooperación educativa entre Paraguay y la Universidad Fo Guang, y abre nuevas oportunidades para la colaboración futura en la enseñanza del chino, el intercambio académico y el desarrollo de talento.
